Enabling multi-tier rewards

Curator will initially only offer $HUGS token rewards from its elastic reward pool, which can be seen as airdrops for participating in and adding value to the ecosystem.

Later on, when third-party dApps are created on the Curator infrastructure, we want to introduce features allowing dApp builders to reward users in their own app.
